omp-laya-judge — Sıfır Tokenli Yerel System-1 Karar Yargıcı

oh-my-pi için CPU üzerinde ortalama 402ms (p50 238ms) sürede sıfır LLM tokeni harcayarak tip güvenli (choice/bool/score) kararlar veren yerel MCP yan sunucusu.
